Indeed, it is a callback. I got it from the Drafts Directory. Within the Action you can set the Vault name and the folder.

The actual URL is:
obsidian://new?vault=[[vaultName]]&file=[[folderName]]%2F[[fileName]]&content=[[content]]

There’s also an action to append to an existing note.
